So, I have a computer running Windows 7 and got another machine I wanted to move that installation to. I cloned the hard drive to an SSD and just put said SSD in the other machine without re-installing from scratch because I really didn't want to go through the effort of re-installing all the programs and such. Problem is, it sits on the initial "Starting Windows" screen for longer than it really should for it being an SSD. It's otherwise performing just fine, like after that screen finally goes away the desktop comes up near instantly for example. I also dual-booted Windows 10 on the drive later (installed that directly on the machine this time) and 10 boots so much faster than 7 does. Is there any solution to this without having to fully re-install 7? Thanks.

You can enable the boot log via msconfig, don't know if you'd easily be able to spot what driver is the issue but you could look for anything that shouldn't be loaded on that computer. Have a dual-boot or repair CD/USB handy if you make any changes

How different is your new computer's hardware compared to your previous one? Given you can still even boot your Win7 install, I think the storage controller driver might still be compatible, but you probably want to install the right drivers as well as finding ways to properly clean up those that are no longer needed.

From my experience, when moving hard disk from one computer to another, there's a good chance that Windows would not even be able to boot anymore especially if the storage controller is too different that the existing drivers are not compatible, not to mention that your licence most likely won't carry over and you'll have to reactivate.

Both machines are 4th gen i7s, I don't think the hardware is dramatically different overall. I'll try the boot log suggestion later today, and yeah I somehow didn't know about sysprep until after I already did this. Whoops.

Unfortunately that didn't tell me anything. Not a single process took more than 10 seconds to load, the longest process was SearchIndexer which took a little over 6 seconds apparently. Guess the only solution is to re-install no matter if I want to or not...

Also, I counted it in my head and the Starting Windows... screen stays up for nearly 20 seconds before near instantly going to the desktop.

Go into device manager and show hidden devices.
Delete all of them (will show up as lighter gray).

Then run a chkdsk c: /f and do a reboot and let it do the scan.

Clear out the C:\Windows\Temp and C:\Windows\Prefetch folders of as many files as it will let you.

Turn off the swap file as well as system restore.
Disable hibernation by running this in an admin command prompt: powercfg -h off

Reboot and then you can re-enable the swap file.

Thanks for the further tips, but again they didn't make it better. Not worse, but no better.

0) Are you running AHCI/RAID or IDE mode ?
Disable additional SATA/IDE controllers in BIOS (or ports that aren't used).
Install latest SATA drivers for controller you do use.
1) Disable unused ports/devices in BIOS (iGPU/IDE/LPT/COM/etc.).
2) Unplug ALL USB devices, and use PS/2 only for inputs (I assume you have PS/2 ports), if you can't - use different keyboard/mice USB combo (simpler = better).
3) Any Windows Updates done on new PC ?
4) Are all other drivers for other stuff (USB/chipset/GPU/etc.) up to date ?

Did you DDU display drivers after first reinstall ?
