I can no longer install software which uses the MsiInstaller for my POS2009 system. I get the following error with the Crystal HD 3.6.9-x86 software installation and with VirtualBox-4.3.40 and VirtualBox-5.2.32.

The Windows Installer Service could not be accessed.  This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance.

After installing the KB4500331 POS2009 update on 23 May 2019, I also get the following two error messages in the Event Viewer every 1 hour.

The server {000C101C-0000-0000-C000-000000000046} did not register with DCOM within the required timeout.

I get the same MsiInstaller error (but not the DCOM error) when trying to install software which requires MsiInstaller (like Crystal HD or VirtualBox), except the USER entry is my XP login instead of NT AUTHORITY\SYSTEM. Has anyone else run into this issue and found a resolution? I tried uninstalling KB4500331, and while the two Event Log errors vanish every hour, I still cannot run MsiInstaller programs.

I have already tried reinstalling MSI InstallShieldEngineUpdate700.exe , *701, 900, 901, 1000, 1001, 1050, and 1100. Same for ISScript 7x, 8, 9, 10, 1050, and 11. It did not help. Any idea? I've been using POS2009 updates for years without issue.

I had a similar problem recently, and somehow re-registering the service (even without safe mode) resolved it.

From my recollection, much older MSIinstaller applications still install though.

A suggestion from Warlord corrected the MSI Installer and DCOM errors. Re: Can watch 1080 on Pentium III?

regsvr32 MSI.DLL
regsvr32 MSIHND.DLL
regsvr32 MSISIP.DLL

This is all I had to execute from Run.
