Is it possible to load them? In 9x there is a control panel applet that provides for it, but the baked in drivers for 2k/XP don't seem to have any such thing

You could try:
1. Soundfont bank manager from Creative. Not sure if this will work with the AWE cards.. but it is listed as for AWE64 Gold on this page even though on the Creative AWE64 page it is not listed.

2. Looks like there is an old Winamp plugin that might be able to do it.

no joy on the soundfont bank manager in XP - it installed without incident but just throws up an initialization error whenever you try to open it and quits immediately
