For Windows 98 on my SB32, I used the AWE64 Gold drivers, which I obtained either from vogonsdrivers or phil's computer lab, can't remember at the moment.

I would use the AWE64 drivers. They work on all my AWE cards from the first SB32 to my AWE64 Gold.

To use soundbanks I recomend to have 8 MB DRAM installed.
There are pretty nice soundfonts that require that amount of RAM.
But which drivers do you recommend for Windows 2000?

I haven't used the SB32 in Windows 2000. Only Windows 98SE and MSDOS.
