Motherboard causing dirty VGA output?

I am testing this socket370 baord, and when I fire it up with the first GPU, the VGA quality is garbage. Like the monitor is not syncing right and all these lines moving upwards quickly on the screen.

I assume it's the card - so I try another one. Same issue. Try a PCI vga card. Same.

The issue is present from POST through to Win98.

What could be causing this? Could it be power conditioning or PCI freq issue on the mobo to affect multiple cards??

Bad regulation in my experience, usually needs a recap.

edit: can also be PSU putting out more crap than the motherboard can handle, check that too.

Unicorn herding operations are proceeding, but all the totes of hens teeth and barrels of rocking horse poop give them plenty of hiding spots.
