1) Not on air or typical water cooling
2) 2.0v and above = not safe to use.
3) Celerons are easier to overclock (less cache)
4) Need a bunch of those to test with decent amount of luck

I must be some kind of standard: the anonymous gangbanger of the 21st century.

What's the best I can get to with standard air cooling

815 is redundant, to my taste - no ISA and 512 Mb RAM limit. Might as well pick Athlon XP or Pentium 4 on SIS chipset. If you only want to crunch dem numbers on PIII - sure thing, it's an excellent platform which can achieve 200+ Mhz FSB on few chosen boards.

98 can see more than 512 but it becomes unstable without the Rlowe patch. The i815 chipset has a hard limit of 512mb that it can address Intel crippled that chipset. A Via chipset will be good for overclocking and have a higher ram limit of 1-2 gigs. One if the Tualy via DDR boards would be nice but they tend to be rare.

First Link is a ALL in ONE GPU...most of the stuff is RAM...and Second one is most Fans so you cant see the chip.
But you can buy a Voodoo 4/5 Chip on Ebay for 25$ each or for 450$ you get 24

If he's looking to water cool his cpu I don't know if there would be any water blocks for socket 7 or lower even though they all share the same basic shape and mounting system. That's why I pointing him towards socket A and 370 blocks as they both are pretty much interchangeable.

There isn't that much reason to water cool a lower socket if your not gonna overclock it
