Use winevdm, it let you run/load 16-bit applications.

If you have a 64-bit Windows, 16-bit applications will not run and you have to use this software.

Pretty sure the file is 16-bit

So did you read the post I made earlier, or not?

Replace the bspatch.exe from the download with the bspatch.exe from https://github.com/zhuyie/bsdiff/tree/master/Release . This is 32-bit and does not require winevdm.

So did you read the post I made earlier, or not?

Replace the bspatch.exe from the download with the bspatch.exe from https://github.com/zhuyie/bsdiff/tree/master/Release . This is 32-bit and does not require winevdm.

I use this version and it's make exe that not working also winevdm not running this exe

Ok, I fix this, but it's weird, very weird. I installed game from original cd and exe from this version make not working "LB_PATCHED.EXE". Yesterday I downloaded LB cd image and exe from this image (after patched) working.

So, does anyone know if any of this works at all? I was having a tinker earlier, using hex editor to change references of .avi to .wmv or .mp4 inside LB.EXE but nothing really worked (Win 10). I also wonder if there's a way to hack out the videos altogether, so the game doesn't exit trying to load them?

I'll be covering Last Bronx eventually on my YouTube playlist of Sega Arcade vs PC ports, but it's a bit of a way off yet (about 30 games to go before I get to it!), so having it working one way or another (I do have a Win98 machine as well as VMWare) would be cool.

My PC spec: Win10 64bit, i7-4970K (not overclocked), KFA2 GeForce RTX 2070 SUPER, Creative Soundblaster ZXr, 16GB RAM, Asus Z97-A motherboard, NZXT 410 case, ROG Swift GSYNC monitor

Yes, OP's patch works, though it's a bit of a pain, and the PC version is arguably not the best.
The arcade version is easily found and playable with superior 3D-accelerated HD graphics in the Sega Model 2 emulator. You could just watch the videos and play the Redbook music and Training Mode separately.

However, here's what I did for W10.
1) Get the complete version of bspatch here (https://www.romhacking.net/utilities/929/) and drop the missing files into OP's patch folder. That makes the patcher work.
2) Do the inmm stuff as explained by OP for no-cd music.
3) Convert the avi files (PC ones work fine, I didn't bother acquiring Saturn ones). Any wmv codec should do (I used this online converter https://cloudconvert.com/wmv-converter), but make sure the output is 640x480 or you'll get a tiny window.
4) Don't use OP's ddraw.dll, it's old. Instead drop narzoul's DDrawcompat 0.4.0 (https://github.com/narzoul/DDrawCompat) into the game folder, this should fix crashes (can also add DisplayFilter=bilinear(90) to ddrawcompat.ini for some filtering).
5) Enable Win98 compatibility mode on the exe. This is important or it won't work.
6) In the game settings, set Frame Control to none or the game speed goes wild. For some reason it's set to Auto by default which causes double speed.

The whole point of all those patches is to be able to make the cutscenes work without crashing and to run the game with music without the CD.

Now, if you just want to capture gameplay footage for youtube, then my suggestion would be to simply mount the game CD image, then install and run the game with the image mounted (both installer and game executable must run in Win98 compatibility mode to work, though).
Usually the game starts fine and music works because of the mounted CD, you just need to prevent the intro video from running by pressing enter before it starts.
Then once in-game, press F4 to change graphic settings: Set it to 640x480 16bit, frame control to NONE, character models to DETAILED , stages to RICH and interlaced mode to OFF.
Setting the frame control to NONE will make the game run in sync with your monitor’s refresh rate, so make sure your monitor is running at 60hz refresh rate otherwise it will be too fast.

Win 11 21H2 was the last good one. It's also the latest I recommend people (over Windows 7 and 10 too).

I wrote in the MS forums and Feedback hub but unfortunately, I turned out to be the smarter man in the conversation.

Is there a halfway house at all? I'm happy running the CD in a drive with original CD audio, just need a workaround to get videos playing.

@gaffa2002 Are you planning to check out the game's behaviour on Win11 22H2 since you have to make stuffs work without the Win98 compatibility part
