A brazenly silly question, if I may:
I don't suppose DDFix would help here, would it? Yes, DDFix is intended for the Dark Engine games (i.e. System Shock 2 and Thief 2) which are entirely different from Panzer Commander, but if it just so happens to address whatever mystifying D3D compatibility problems are on display here, might it be worth a shot?

The game is glitchy even in Xp.
Start - "View venicles" - all turrets are behind the body. Something z-related... Or the drivers lacks several DX6 features...
The PC is P4/2 Gb RAM/Rageon X850/Catalyst 10.2/DX 9.0c/Xp 32bit.
And - no GlideAPI in-game, so the wrapper can't resolve this trouble.

P.S. With WinME/Catalyst 6.2/DX 9.0c the game works perfectly.

Yeah, I've noticed this in quite a few games using older DirectX. I think it probably has to do with how DirectDraw is emulated in 2K/XP and later NT based OS's, or something else they removed/changed that broke backwards compatibility. It's a real shame they did that, usually Microsoft tries to keep backwards compatibility as much as possible, but they totally failed here.

Then again it might just be that ATI and NVIDIA decided to remove support for certain things in the latest drivers, they are known to do that too.

You don't get the gray screen thing in external view? 😖

No.
