What is the best web browsing version for Win 9x? (Mozilla, etc.)

Officially, Firefox 2.0 is the last version that'll run on Win9x; unofficially, people have gotten version 3.0 working.
Chrome didn't begin development until after MS had pulled the plug on Win98 so that's probably a dead end.
Since people like posting system specs:
LGA 2011
Core i7 Sandy Bridge @ 3.6 ghz
4 GB of RAM in quad-channel
Geforce GTX 780
1600 x 1200 monitor
Dual-booting WinXP Integral Edition and Win7 Pro 64-bit

Let me add more details to WDStudios' post:
Latest official browsers for Win98(SE) are...
- Firefox 2.0.0.20
- Firefox 2.0.0.22pre (latest nightly, 2009/04/15)
- Opera 10.63 (2010/10/12)

With KernelEX you may run Firefox 3.6 f.e.
But all these browsers are very outdated when it comes to modern web standards. So you may try the unofficial RetroZilla, which should be the most compatible browser. It also supports TLS 1.2.
