It may need the correct switch or jumper settings to make use of the memory board? Whats making the board rare is more the TI chipset and these strange square cache chips than the cache controller. Never seen both before. These proprietary memory slots were quite common on early 386 boards.

There are no jumpers on the card itself?

I would try to remove the whole memory from the memory card. Does it boot with an empty expansion card?

If yes, populate only one bank at the end and try this program/procedure:
ISA XMS/EMS Memory Extension / Expansion cards: Now Running without Driver / Documentation :-)

which one is a bios chip? I want to sent it to copy my bios but I'm not sure which one
