Which one is better for MS-DOS and old Windows 9x games?

DOSBox for DOS games. It's easier to put it working, doesn't need disk images and it needs less resources than PCem.

PCem for Windows 9x. It will be slower and will need extra steps to install your games, but keep in mind that DOSBox does not (officially) support Windows 9x.
