dbgl.jar should be an Executable Jar File.
If it isn't hit properties.
Opens with: Change.
C:\Program Files (x86)\Java
javaw.exe" -jar "%1" %*

I let Java install the way it wants without changing anything.
You can extract DBGL where ever.
I place it in C:\Program Files\DBGL and make a dbgl.cmd shortcut that uses the DOSBox.exe icon.

maxrebo, maybe try the DBGL jar wrapper I made; just put it in your DBGL directory and run it.

Please let me know if this tool solves the problem.

No luck,I extracted it to my folder and when I click it nothing.Yet when I copied it and put it on the desktop it said unable to access jar file location of C:\launch.exe\dbgl.jar

maxrebo, please make sure you're using the DBGL version appropriate for your system; when you've installed Java 64-bit, you should also use the DBGL 64-bit version.

Your problem report is rather chaotic; please attach a picture showing your DBGL directory, maybe that brings more clearity to the issue.
