I installed NFS Special Edition on DOSBox and the game required UNIVBE for proper colour and graphics.What the software actually is?
Can anyone explain?

Have you already looked at the Wikipedia article for UniVBE?

In any case, if you are trying to run this game under DOSBox, UniVBE should not be necessary because UniVBE was only necessary for real hardware. If you are seeing an error message, can you tell us what that error message is?

Actually, I think there were some graphics issues in DOSBox 0.74 with this game unless you set:
machine=svga_et4000
and run univbe.exe before starting the game. Not sure if it's still the same in 0.74-3 or latest SVN.
I never had any video-related problems with NFSSE under DOSBox or real DOS hardware.
