I believe that’s the last and fastest you can go in baby AT without doing a SBC

I’m not sure what the fastest sbc would be. Others may know.

In a past life I had an unlimited supply of AT Mid towers with 250-300 watt PSUs, OK memory, floppies, CDs, HDs, keyboard etc

I would have loved to be able to plop in a 900mhz-1.2ghz Duron using the existing case and parts, sadly even “in the day” finding a Socket A AT was nearly impossible , I never had Intel parts so s370 were mostly useless and expensive at that time.

As for an AT Style P4 with SDRAM (not even ddr), I think that would be “mostly useless” unless you just want case compatibility and swap the PSU for ATX

While researching the Commate P4XB (didn't know it existed), I found out about the Zida "Tomato" TX810E / TX810EB / TX810EU+BU models. These are Socket 370 boards and at least the TX810EU and BU variants have native Tualatin support.
Seems that Zida had quite a few Baby AT boards in their lineup, the newer ones being mostly Slot 1 and Socket 370 with various chipsets from Intel, SiS and VIA:

You could install a mini ITX board in the case, offset towards the front. Then extend the ports to expansion slot brackets.

It may also be possible to install a mini atx and unsolder the ports on the mobo and just use the slots but you’ll have to make new mounting points and move it down

NIce, if it takes a Pentium M 755 or 765, if it's stuck on Banias then the P4 or heavily overclocked PIII-S might be level or get ahead. Yay 4 ISA, boo, no AGP.

There are very few SATA II cards that have drivers for 98SE.

None that are SATA III

Plus, if it PCI, there is pretty much no reason for anything over SATA 1, as the PCI bus speed maxes out at 133MB/s

Still, I'll be using SATA III SSDs.

The Promise SATA150 TX2plus looks like the best option for a card with Windows 98 support since I'd like to use a native IDE device, but it still needs PCI version 2.3.

Does the Corvalent Raptor AT support that spec?

The APC Phoenix AT probably is faster in most real-world scenarios due to AGP support. However, both it and APC Gator AT require an ATX PSU or some kind of a very beefy AT PSU with a P10 connector and a P8+P9+P10=ATX 20 pin+4-pin 12V P4 adapter.
