Anyway I read various times what you are asking me to do but I really don't understand.
How to run your utility by command prompt? (administrator run I think).
And what about the Win 7 DVD boot? Please explain me better so I can make the test you need and perhaps we can go further and solve this absurd problem.

I know you don't wish to run XP, I suggested checking what happens of XP as a way to know if any version of Windows uses both threads.
You need to tell me exactly what you don't understand for me to provide more detail. Post images of how far you got and explain what you don't understand.
I suggested running SIV from the Win 7 installation DVD as a way to easily check what happens with exactly the same W7 as I used. When you boot the DVD select repair/recover then choose command prompt. This will open a command window in which you need to CD to the folder where the SIV files are then type SIV32X or SIV64X to run SIV. My DVD booted into W7 x32 rather than W7 x64 so I needed to use SIV32X. I am also wondering if W7 x32 may "see" both CPUs when W7 x64 does not.
Back in around 2005 x64 was very new and not all motherboard BIOSes supported x64. I know my Gigabyte 8IPE775P does not which is why W7 x32 is installed, it's possible your BIOS half supports x64, but tells Windows there is one thread rather than two.
