AGP features does not work on PCI. End of the story. And pre-DX10 Nvidia PCI cards struggle in late games with T&L support due to strange driver overhead.

I must be some kind of standard: the anonymous gangbanger of the 21st century.

The Ti4200 is probably the best all-rounder and has a margin that should let you play at higher resolutions if desired . As for prices, you should shop around . Ebay and such should give you ballpark numbers . Buying locally makes returns easier, saves on shipping (and related risks) and allows you to see before you buy . These factors may potentially justify paying more, depending on your preferences .

I found an MSI 7600GT AGP will that work on 98se? According to GPUZoo it runs on Directx 9c which I try to avoid because it's buggy as. I can also get my hands on an ATI 9600 XT.

IMHO ATI 9600XT is better choice. Geforce 7600 is too new for Windows 98.
For ATI card, what you want is Omega Drivers, not official ATI drivers with Catalyst Control Center.

I should be able to run games really smooth with high graphics with that thing right? It's quite high on the chart on that high performance thread.

It depends on which game you want to play 😀 But, yes Radeon 9600 is real dx9 accelerator, if you compare it to Geforce FX 5200, 5500 or 5600.

The choice between a Radeon 9600 and Ti 4200 should be based on the age of the game software you want to use . If you want to use software from 2002 and before, DirectX 9 brings nothing to the table and a Radeon 9600 might actually be less compatible with you want to play .
See this discussion on the subject : Does the Radeon 9xxx series support 8-bit palletized textures?

That discussion said that they emulate features they weren't compatible with anymore, I've managed to get my hands on an FX5200 and the Radeon 9600 I'm sure one of them will suit my needs.

FX5200 will be good for DX7 (DX8 maybe ?) or earlier titles. Radeon 9600 can keep up with the newer ones (HL2, COD2, etc...).
I suggest you also upgrade cpu and motherboard - if you want to stay with Pentium 4 best bet will be high-clocked (2.8 GHz or so) Nothwood P4 with 800 Mhz FSB, and compatible motherboard - with i865 chipset.

My interests woulde be the ti 4200 cards and the Savage 2000.

The Ti 4200 is fast and good . The Savage 2000 is not that common or good, but it is the last standalone Savage GPU family based card .
