Right now I'm using DirectX 8.1 with Geforce 4MX 440 on this computer (DirectX 9 titles doesn't make much sense with such a weak components),
but you have DirectX 9 capable GPU, so try anything DX9 from this site: http://falconfly.3dfx.pl/directx.htm

If something will go wrong, you can get rid of DirectX using DirectX Eradicator. This is the soft I'm using. I also heard about DirectX Buster, but I didn't personally tested it.

I've done all the above and and am running 45.23 and patchmem but Doom still runs heaps better in basic hardware acceleration. Man I'm lost. It's as though that nVidia Media Center just slows everything down.

You don't say exactly which board and chipset you have (961 is the southbridge, used by multiple northbridge chipsets), but this should be the IDE driver in any event, needed for proper DMA:

Potentially there's also LAN, audio and AGP (your board doesn't have an AGP slot but probably does have integrated VGA on an internal AGP interface), but that depends on the exact board and full chipset.

I did install an IDE driver. Tell me which information exactly you need to help and I'll have a look, I'm not sure where the model number would be for the board for example. I should like to update the BIOS too because I'm curious if there's extra settings in there that could help with the new card.

You can check the CPU speed using a utility like WCPUID.

Life isn't long enough to re-enable every hidden option in every BIOS on every board... 🙁
