Motherboard is an A-Trend ATC-1020+
Is it possible that the serial socket/cable that you have installed did not originally come with the motherboard ? There exist two versions of serial sockets that are incompatible.
Also check in the bios that the com ports are enabled and with the corresponding configuration ok
