I am rebuilding a Windows 95 PC I own.
200mhz socket 7 pentium.
32mb ram
Can't get windows to detect the serial mouse I have which works on my 486.

Is it possible that the serial socket/cable that you have installed did not originally come with the motherboard ? There exist two versions of serial sockets that are incompatible.

Also check in the bios that the com ports are enabled and with the corresponding configuration ok
