Yes, that's right. MT-32 and it's LA successors are quite versatile, in that, sysex patches can be uploaded into them. Game makers made use of this ability extensively to upload their own digitized samples like the water splash in King's Quest V, bird chirping sounds in quite a number of games, sea waves sounds, etc.
The GM patch set will set the instruments according to the GM specifications when uploaded into the MT-32.
I've never used it though, since I already have the SC-55 and CM-500.
