Frogger isn't playing CDA even in Xp. So - Xp mode isn't solution.
Asus P4P800 SE/Pentium4 3.2E/2 Gb DDR400B,
Radeon HD3850 Agp (Sapphire), Catalyst 14.4 (XpProSp3).
Voodoo2 12 MB SLI, Win2k drivers 1.02.00 (XpProSp3).

XP mode won't let you use 3D acceleration. Have you tried compatibility modes or selecting a diferent renderer, if available?

That would fit with what the other thread says about changes between DirectX versions.

What would that have to do with CD audio?

I haven't seen he's got it working already. Compatibility mode may fix some CD related problems.

Not directx. Winmm.dll is the cause. Xp version is trimmed and don't have some of the needed functions.

Except the Winmm patch does not fix the problem in question.

That CDDA patch linked to works for me in Windows 7 with a later European re-release of Frogger. So I assume the guy who wrote the patch knows what he's talking about.
If you like the game making a backup of that patch is probably a good idea, things like that tend to disappear.
