Thanks. I'm already thinking that the problem is how the seller installed the computer and what he included so I'll use the nusb33e driver when I do a 98SE install on a new 120GB hard drive, replacing my included 40GB hard drive.

Thats because nusb33e/36e take components from windows ME/2000 to add the USB 2.0 support.
Look at device manager after installing NUSB - You'll notice it's the one from windows ME.

MB: ASRock B550 Steel Legend

When I first started using the computer, it had the nusb33e driver installed and the Unplug or Eject Hardware box was already there when the seller/make of the built helped me with getting the 32GB flash drive to work on it. The pre-built/pre-installed computer originally had a MSI MS-6153 VER 2.1 motherboard installed on it, but it broke later and I replaced it with the current one I'm using and had to reinstall the USB storage driver and decided to use nusb36e drivers so it be more up to date.

Yep, that's the best thing to do! If that doesn't work, something's wrong with the MBO....

It's how 98SE was installed with drivers and apps the eBay seller chose to use as I had this problem since I first got the computer that had a different motherboard I've mentioned.

Did you install the chipset driver? You may find it on phils website somewhere, I think it’s 3.20 something if not mistaken.

For additional NEC usb cards, install nusb first, then the card and in order to get full usb speed you need to find a driver for your card as well.

Intel chipset driver 3.20 is already installed.

I've made my final decision to see if the issue would be present when I do a OS install on a larger HDD. I'll let y'all know if it will fix the problem or not.
