I don't know if you can, I know for sure that you can't sell items on Vogons, but can you look for spare parts to buy?

Or are the rules also violated in this case?

kixs is right. Generally all posts looking to buy, sell or trade are disallowed. Some exceptions are made for members selling hardware they designed themselves.
