I am looking for this specific version of Intel IPP - "w_ipp-samples_p_7.1.1.013.zip" and I can't find the file anywhere. Anyone happens to have it?

It is Intel Integrated Performance Primitives. This library had a JPEG decompressor in legacy versions, and a game which is being discussed in the DxWnd forums uses this (IPP copyrighted 1998-2000), and I suspect that the reason the JPEG doesn't decompress on Windows Vista or newer is because of some incompatibility there only.
I can do with the original JPEG library files that weren't in IPP, but I don't know how the files are named. I supppse the Intel JPEG Library used is 1.5 (ijl15.dll)
