You have to run dgvoodo2 in win98/me compatibility mode
Use ACT and install HideDisplayModes shim for the game

Too many resolutions. You have to set DirectXExt\DefaultEnumeratedResolutions to 'classics'. And you have to run the game in XP SP2 compat mode.
