You need a VST host, like the VST MIDI Driver.

If OP wants to use SC-VA plugin for DOS games then VST Midi driver is the worst choice. It is the only VST Host available that cannot use SC-VA in SC-55 mode that is ideal for DOS games.

Both SAVI Host and FSMP are much better options in this respect (not to mention the horrible 500 ms latency of the above linked driver at GitHub).
