I have two but are slightly different. The jumpers (if not silk screened) are to set for Primary or secondary controller and/or BIOS address.
My guess: the right one: to set bios address since it labels the switchs for what drives are connected. The left is a bit trickier, the BIOS jumper probably enables/disables on adapter BIOS so it disabled uses the motherboard BIOS.
Can you post pictures of the backs ?

The left one has ROM jumper that should be on-board BIOS ROM enable/disable, and a bank of 4 jumpers to contol the drive types (when ROM is enabled I guess).
The right one has 3 jumpers (one for ROM I guess and other 2 for address since it can have 2 channels) and 4 switches. The switches can be confusing because the silkscreen print is for cards with 2 headers / 4 drives. You only care about the first 4 arrows since the second header is not populated. In fact for any single drive you only need 2 jumpers or switches, so 1-2 are for A: and 3-4 are for B: on a single cable.
ON,ON is 360k
ON,OFF is 720k
OFF,ON is 1.2MB
OFF,OFF is 1.4MB
The block on first card (JP5-JP8) should do the exact same thing, in fact I would assume that OFF=no jumper ON=jumper and try the same settings. If that doesn't work then you need to try all 4 combinations and write that down for future reference. If you are going to experiment make sure to try reading the whole floppy before you assume it works, for example setting 1.4M drive as 1.2M might work well enough to show the files in the main directory but copying anything won't work properly.
