I have been able to use my USB mouse in Windows 95 with the DOS drivers mentioned in the following post:

And I don't think Apple was into making Windows drivers for their parts in 1995.
Would be later - the first Apple USB product was the iMac in 1998. And given how badly regarded that keyboard was... my guess is that the OP is trying to use an M7803 (OP, if you have one of those in good condition, I'm jealous... new-in-box ones on eBay are insanely expensive and used ones are generally in dreadful shape, not to mention the design attracts all kinds of disgusting debris that is difficult to clean) from 2000 or an A1048.
