It looks like that could have 2 Panel FTP client see screenshot, description is sayin that is for Win95, so its confusing.
If someone has more time, its wroth of testing it, i last time messed with Dos network 5 years ago or even more ago. Its seems to have some network drive support too. Again its unclear which networking stucks is using..
within Win9x maybe its just reusing Win9x one. I have tried to make work my Dosboxes and Virtuals with Dos networking to work, but i failed, i forgot how exactly it worked.. i was not able make mtcp, dhcp to work..
Norton COmmander 5.51 has some Network tools, i cant make it start.. It needs to prepare some network configuration before it, i dunno which networking stack its expecting.
I also soo there is new version of mTCP, it has at least some command line FTP, i still looking forward GUI client but its better than nothing..

It theory if someone will port / or use already ported wget for Dos, it would need just Any simple 2 panel gui (Borland TurboVision would be enough) + bruteforce sniff (not 404) some ftp server url and fill fike list component and download selected file or files.. It would work well as read only (download only) FTP access, without any low level FTP ancient commands hell. I hope that sooner or later will someone write it, im even willing to sponsor it.
Im old goal oriented goatman, i care about facts and freedom, not about egos+prejudices. Hoarding=sickness. If you want respect, gain it by your behavior. I hate stupid SW limits, SW=virtual world, everything should be possible if you have enough raw HW.
