Line-in Not Working in DOS Sound Blaster 16 CT2980

I am working on setting up a DOS machine with this PnP SB16.
I am using UNISOUND mainly to set the MPU401 port properly. I have an scc1 card installed and the audio out going into the line-in of the SB16.
The UNISOUND sets the line-in to be muted, but I undid that so I should able to hear the SCC1, but I can't.
All I hear is lots of noise from the internal components, like slight buzzing when I move the mouse, and various other things like the hdd and just random things.
As soon as I mute the line-in the noise almost completely goes away.
I have a feeling the line-in might be broken, but not sure.
Anyone have any ideas to figure out what might be going on?

Sorry if I'm saying the obvious, but have you confirmed that the SCC1 outputs sound by connecting speakers directly to it instead of rerouting it to the SB? If so the next thing I'd try would be to connect another input to the SB, without the SCC1 in the machine.

yeah scc1 sounds great after 30 years. it's working fine. 😀
And yeah I tried plugging something else into the line-in and still nothing. Tried to use creative's win3.1 sound recorder as well, and it recorded silence.

Mute is one way to silence an input.
Setting volume level to 0 is another way.

When using a sound recorder, be sure that the soundcard's recording input is changed from mike to line.
