F12 INSTALLATION METHOD

Your Toshiba computer has a special keyboard function to install an
updated BIOS image.
IMPORTANT!
----------
To use this function, both the CHGBIOS.EXE program and the BIOS image file,
BOOTBIOS.COM, must be placed on a LOW DENSITY (720 KB) diskette. A high
density (1.44 MB) floppy disk will not work.
To use this function, hold down the F12 while the computer is powered on.
The computer MUST be in BOOT mode, not Resume mode.
The F12 installation method will only work with the internal keyboard. If
your computer is docked with the display closed and you are using an external
keyboard, the computer will need to be undocked and the internal keyboard's
F12 key used.
When the computer starts up with the F12 key depressed, the following
message appears:
'Ready for BIOS update. Place the BIOS diskette in the drive, and press
any key when ready to proceed.'
Insert the diskette that contains CHGBIOS.EXE and BOOTBIOS.COM,
and press any key. The CHGBIOS program will automatically load the
BOOTBIOS.COM file.

That worked perfectly! The machine is now up and running! Unfortunately, the LCD was damaged somehow in shipping, and now it has alternating vertical blue bars, but the system itself is working great!
Now I've seen your video I see what you mean. The fault causing the blue/green bars is likely an issue inside the Toshiba LTM10C021 LCD panel itself, it doesn't manifest in a way that suggests it could be the video card / mainboard, especially since it flickers when the panel comes on.
Apparently I've never taken pictures of the innards of an LTM10C021 despite doing so many repairs on these.

There are 2x connectors on the back of the LCD panel that connect the different boards up and possibly a connection has come loose, especially if you've removed the screen at any point - I found the smaller connector loose on mine on the PCB side after taking it out to get these pictures.
This one was loose - the LCD really won't work without this cable hooked up, I think the PCB it connects to generates voltages:

This larger one hooks up the column drivers of the LCD to the controller PCB that the LCD cable plugs into - so if you've got funky columns then it could be this connector is loose / not pushed down enough.

Just press them down rather than taking them off. If that doesn't work you can take your chances with a replacement LTM10C021 panel but be aware there are no new ones, they're all refurbished: Re: What retro activity did you get up to today?
Gah now my room stinks of fish, was just replacing the capacitor that goes bad in the inverter on this 400CDT.
