you're running a minimal boot to fix problems and you need to get software from the Internet fast (that what bittorrent does, isn't it?)
other than that, I'm stumped too, and it doesn't seem extremely useful, but it could come in handy, and that seems to be where most software expansion is going on now, in things that aren't necessary but are nice to have

wow that is a very interesting idea. i might have to program that now. i'll have to find bt protocol specs. if i write it, i'll have to keep it away from my XT. that thing would catch fire if i tortured it with that.

you could use it win 95? i tried playing c&c tiberian sun expansion pack and it said in needed 98 so i thought 95 was 16 bit only but, i heard this is wrong?

That's just marketing. Windows 95 is just as 32-bit as Windows 98 is.
