This isn't true.
As long as you install 98 (or any other OS) first XP's boot manager will work fine. 3rd party managers are more powerful, but I've never needed to use them.
I can think of 2 options.
Unless BIOS has been crippled you should be able to get an IDE cable with connector for 2 drives. Have the HDD as primary for Win98 and set the DVD as slave. Molex splitter's exist if required.
You can then install XP on the Sata drive.
Option 2 is partition the SATA hard drive in fdisk as follows:
Primary partition = (however big you want Win98's drive) set as active. Format this as FAT32
Create Extended partition with all remaining space, then create logical drives, either one big one for XP or create "data drive" for games, files, etc and another for XP.
For example, my typical setup is
c:\ 2GB, Fat32, Win98
d:\ all remaining space, Fat32, Data
e:\ 4GB, NTFS WinXP
Doesn't really matter if its using 1 drive or more this setup allows XP's built in menu, the data drive can be accessed by both OS's and having XP as the final drive drive letters remain the same in all OS's
Install Win98 to c: first then install XP to e: and the menu will set itself up.
Although
before all this You want to make sure you can install each OS successfully on their own
For Win98 you can create the partitions, format the drives, make c:\ bootable and copy win98 install files to the HDD and transplant to the dell and install.
XP should be as simple as putting the CD in and installing.
