Is it just the indicator or the entire functionality is also gone?

The actual connection to the board may have an issue. Typically those displays are not connected to the board but to the switch (as a DPDT or similar) and power, depending on what position the switch is will set the display different and activate Turbo.
I suggest using a jumper on the turbo switch connector on the board and see if that sets turbo mode, you would need to run a benchmark with it jumped and unjumped....
That would help rule out the board and point to the wires or switch

Hate posting a reply and then have to edit it because it made no sense 😁 First computer was an IBM 3270 workstation with CGA monitor. Stuff: https://archive.org/details/@horun

Yes eventhough you haven't changed any jumpers, we're asking to know if the turbo functionality is working regardless of the LEDs. To be clear, now when you press the turbo button or depress it, what happens?

1) Computer speed is unaffected whether Turbo is pressed or not.

2) Computer slows down/speeds up upon toggling the button, yet the LED indicators remain unchanged.

Depending on whether it's 1 or 2, you can focus your investigation on a different area to solve the problem.
