Looks like they are using a generic photo rather than a picture of the actual CPU. I find a lot of bulk CPU sellers do this on Ebay, because it's too time consuming to take photos of every single CPU.
I'd wager it's likely legit. But if it isn't, Ebay does have a money-back guarantee.

I did think exactly that, but I just wanted to make sure, in case it was a photo of the real CPU and that the 'Example' wording meant it was an engineering sample or something.
I've previously purchased some CPUs from that seller, everything arrived as described and fully functional.

The seller electromyne is legit. Bought plenty of stuff from them.

Still better than the other seller that doesn't use pics for a lot of their items ...sounds like Steam Hardware but only in their dreams.
