The performance of the card is good but not great. ~2050KB/s read and write.
It has a chip on it named TS8310 with a fab week in 1998, so this is likely a very late ISA IDE card.
The TS8310 chip appears to be connected to the IDE header.
It also looks like the same chip that was used in these cards:

How can I verify that the SIIG TS8310 is the same as the Tans TS8310 ?
