It tells me that windows installer cant execute the install file. It tells that it requires a service pack with a newer version of windows installer.
How can I solve this?

It's a Windows Installer 2.0, look for "InstMsiA.exe" on this archived microsoft website.
It (and other software) requires Windows Installer 2.0 aka instmsi.exe
If you install the later versions of Office (97 up I think) it'll automatedly update.
Or from Internet Archive, which includes the original download description from MS's website.

that file doesn't have viruses but the previous zip you linked has viruses
I recommend you to delete it
Both files are binary identical.
Virus Total comes back negative on the zip.

But W10 did detect "Trojan:Script/Wacatac.H!ml".
IMO this is a false positive you get with a bunch of old installers.
