Hi ive dell optiplex 3020 desktop pc.
When plugged energy cable pc boots 3 times, at 3rd time its opening normal. Iam asking why pc is post 3 times is it normal?

Is your cr2032 cmos battery good? I've had some experience with these and it seems like when you apply power for the first time they'll spin up, shut down, then you push the power button to actually power it on.
Not sure about 3, but 2 certainly is - the first time it's loading EC firmware from the bios chip (you'll notice the fans start at full speed, because the EC is not working yet) 😀
Wild guess, maybe the govarmint backdoor, sorry, intel management engine does an initialization cycle including a full reset too?

My 9020s always do quick power ons like once or twice before I power them on by hitting the button or the BIOS' "Power on AC restore" function kicks in. As others have mentioned, it's probably related to IntelME, AMT, vPro, BIOS, or other firmware embedded in the system.
Probably normal if it then powers on first try when pressing power button, plugging power cable is not something done often.
