does anyone have the dos volume mixer for the sound blaster cards, i am unable to find it anywhere.
i have an awe 64 card and the midi volume is turned down when in dos and i cant find the sound mixer util to adjust the volumes.

You need the SB16 utilties, for example from https://www.philscomputerlab.com/creative-labs-drivers.html . The first downl0ad, sbbasic.exe, should get you equipped with everything you need. Volume Control is provided using mixerset.exe, which will be available after installation.
