It'a a transistor. IIRC a PNP one that creates a current source for the DAC output amps. To be perfectly frank this card is not worth repairing, unless you want to do it just for fun. The RTG3105 is a terrible chipset with 8-bit RAM bus and usually accompanied by pretty buggy BIOS. The iEH variant has integrated RAMDAC and ROM, to make it even cheaper, while not fixing any of the original issues. And considering the state it's in I'd say the VGA connector is probably shot or corroded and would need to be replaced as well. But it's your call, it can certainly be saved with enough money.
The ram chips are corroded...you can get a Trident TVGA9000 extremely cheap that looks afar just like that card and it's a great ISA VGA, unlike this one. Not worth restoring, IMO.

thank you, for your answer, i know this is a terrible card, but i from Brazil and anyone ISA VGA card is very expensive (about $400) , and its for learn to fix and fun, this picture is when i took the card, looks worst.

My dead Realtek (the chip exploded) has LM431 and a current buffer on PN2222a, seems your board has no buffer.
Is it missing the crystal as well?
Crystal looks like it was never there. The missing Q1 isn't actually a transistor but a little chip called TL431, used as voltage reference. It shouldn't be difficult to find, and you don't necessarily need it in TO92 but can go for SOP8 version too.
The card itself will need work though, lot of corrosion. At the end of it, you get a pretty terrible little card and I'm not fully sure if the effort was worth the trouble...

TL431 is a very cheap and easy to find voltage regulator. The videocard from the picture seems more dirty than crusty/corroded. A good ultrasonic bath will help a lot. I don't know how bad it is, but I think it's worth а repair attempt, at least for some noob repair job experience.

Well apparently it is LM431 and not a PNP as I though. The markings are very difficult to read and the photos I've made are not showing it properly. I'll try to dig up my Realtek card and use magnifying glass - but others have already confirmed that too. So I guess put LM431 in there. Sorry for the confusion.
EDIT: Found the blasted Realtek card. So the reason I was confused is the part number only says "S431" so it's likely a clone of LM431.
