It's not a scam, they only work with a few Sony digital cameras.

While some Sony digital cameras may have used a similar looking cable (I tried finding an example of such a camera but wasn't able to at short notice, please share an example if you know of one of the top of your head), there are no guarantees that the specific cable that OP linked to would actually have the correct pinout for it work with such a camera.
AFAIK (please correct me with references), this type of cable was never standardized officially, so anything that was actually able to work with a cable sporting such connectors may have used a pinout different from that of this specific cable.
If OP is looking for something to use a MiniDV camera with over IEEE 1394 aka i.link aka Firewire ona PC without such a port, I see a few options.
a) Get a Firewire ExpressCard, PCIE or Cardbus card (as needed)
b) Get a Pinnacle 710-USB or 500-USB (there may be others) active Firewire to USB adapter. These devices encapsulate the DV datastream from the camera and somehow allow it to be passed through to the PC over USB (AFAICR the PC "sees" a Firewire interface and AVC connected over the USB BUS in device manager) . There are x64 VISTA drivers (at the very least) that I did get to work on a newer OS (can't recall which) using standard Firewire video capture software into type 0 or type 1 DV. This will likely not work for non video applications (have not tried) but MIGHT work with microMV (no idea, TBH)
c) If OP has a Thunderbolt equipped PC/MAC, get an active adapter that converts Thunderbolt to FireWire (those exist and were used mainly on Macs, AFAIK). I have an Apple brand one but never tried it (and don't know if there issues with it on non MAC computers).
d) Source a PC or MAC that has Firewire or has the expansion slots for an upgrade card to support it
