AFAIK CGA cards do not have bios.
They do tend to have character (ep)rom .

CGA cards don't have BIOS.
That ROM must be character generator, containing fonts for text mode.
If it's gone bad, the system should still boot normally, only without displaying anything in text mode - but if you blindly run some CGA graphics program, it should display correctly.
If you won't find the ROM for this particular card, try with the original CGA ROM - should be easy to find, and may be the same.

The original IBM MDA/CGA ROM is 8 KB - won't fit.

I guess the primary character generator ROM is already integrated in the main chip.

I think the same. The ROM socket is likely meant for an EPROM holding a localized font.
I've seen quite some HGC/CGA combo cards with an empty socket.
