The fan that was on the heatsink wont spin so im wondering if i could just use a heatsink and maybe let the hot air trickle its way out from the PSU. By the way, t he CPU under the heatsink is an AMD Duron at 700 mhz

Yeah, you should definitely strap a fan to that heatsink.

The Duron 700 will dissipate up to something like 31 watts of power. While that might not sound like much by today's standards, those processors also don't have integrated heat spreaders, so your only point of contact for heat transfer is that tiny 11mm x 7.5mm die on the processor.

It doesn't have to be pretty, just a fan with a screw or two between the fins will work, as long as it holds. Anything you can come up with is better than nothing.

No, but it will overheat and become unstable. Socket A processors need direct airflow on the heatsink.

You may as some guiding to create airflow to your fan through the CPU heat sink. That would do the trick.
You may even create it from cardboard.

Getting a new fan for the CPU is not too hard as well

Stuck at 10MHz...

I'd have the exhaust fan but you really need a fan on that heatsink. You can see where it once had one installed. Socket A CPUs have no built in thermal protection and will literally just cook to death.
