Hi everyone!
Did you know guys what is that and for what (video catching card)?
I tried to run it, but it's not works. Maybe some special settings needed or this part cannot work independently (it's also second big part for it here)?
I read the BIOS of this card, and see that is Pixel Maker PCI 1.0. So, BIOS ic are working.
Maybe someone has any documentation or an experience with diagnostic of this chip/card?

What are you testing it in ? chips dated 1995 so should be a Pentium with 5v PCI....
That is a standard ET4000 w32, those missing chips are for TV decoding (phillips SAA7110 TV decoder and Viper 1.5 <most likely a mpeg encoder>) should not effect the VGA card portion if it works...

Do you know which pins/points on this board can be quickly checked with oscilloscope to determine the normal signal/behaviour?
