specifically, 2.0 RC6, which should be the last version to support win95. impossible to find nowadays as old guru3d links do not work.

Rivatuner v2.0 RC 6 -> https://kbench.com/software/?q=node/2795
good find, thanks for posting that. as said here, this indeed seems to work just fine on a win95 osr2 without the ie4 update, after applying the included registry key.
however it seems to need reference drivers, doesn't give any settings for the riva128 elsa driver. so i guess to disable vsync powerstrip would be needed, which is a bit annoying due to the old version requiring registration.
Does the original Coolbits registry tweak work with the old riva128 drivers? This is different and older than the one on the PhilsComputerLab website.
[HKEY_LOCAL_MACHINE\SOFTWARE\NVIDIA Corporation\Global\NvTweak]
"CoolBits"=dword:00000003
for the elsa driver, no, which was to be expected. for the 3.37 final nvidia driver, i do get a "disable vsync" option, but it doesn't actually do anything. also having a bug now where the nv3tweak tab exists twice, which was not the case before. this is still the case after removing the coolbits tweak, oddly enough.
rivatuner 2.0 rc6 actually doesn't actually recognize the 3.37 driver either - was riva128 support already thrown out by 2001? i then tried to remove everything via driver cleaner pro, it has no idea about riva stuff though despite being able to remove even older 3dfx drivers.
by the way, one funny tidbit - using the 3d objects screensaver in win95, with the riva card installed there is now an ugly white outline around the object that was not there before. i think these screensavers use opengl which would typically be rendered perfectly in software, but the riva's ICD is tuned for speed in games instead, so it winds up being not exactly an upgrade in this case.
driver cleaner pro 1.2 was able to delete the riva driver, however upon reinstalling everything is still at the prior mentioned state. particularily, i'm still getting the (non-working) disable vsync option, despite deleting the coolbits registry key. does setting the key once change something else in the system?
i'm wondering if anybody was able to disable vsync using either that option or rivatuner, using the riva 128 3.37 driver.
