I’m using a GoldStar Prime 2 ISA controller card with Pn 92051 printed on it. It’s been tried in two different slots on my Soyo 025L2 motherboard I finally have working. The drives will not even try to seek when I boot and never show any activity. They are correctly set in BIOS but it never complains they aren’t working it just sits on a black screen where it should be trying to boot from a disk.

I hooked the drives up to another board with the same PSU and everything and they work fine. I missing an incompatibility with this board or something, everything looks good and jumpers are correct

I also just realized the HDD auto detector at in bios as it should but the system never tries to boot from it.

Something does not look good on bottom right of the Prime2 chip, like bridged solder and/or bent pins... Can you take a better picture ?
Try a different controller....

Are you using a real HDD or some CF card (or other adapter) on the IDE cable? In any case, disconnect that and see if the flopy drives work now. Preferably disconnect the whole IDE cable just to be sure.

Many PCs with a Soyo 025L motherboard came with a Goldstar Prime 2c.

Try setting all jumpers to 1-2. Position number 2 is for FDD and may be disabled.
