Windows 3.11 , was an updated version of 3.1 with some patches and fixes, about eight months after the release of 3.1 and less than ten months before the release of 3.11 for Workgroups.

What also might be worth to experiment with is Win-OS/2 (Grzyb mentioned it).
Unlike real Windows 3.1, it is a DPMI client. Back in the 90s, it was the only way to get Windows running on dosemu.
So by applying Win-OS/2 files to regular Windows 3.1, it might run in a DPMI environment.
