A word of advice for those who are trying to run 3dfx D2 on faster systems. After spending a lot of time this weekend getting Descent 2 working in DOS on Apollo Pro 133T Tualatin 1.4 system with Voodoo 2 - Dynamically linked (separate overlay file) does not like fast systems. Card initializes but displays random pattern and freezes. After disabling level 1 CPU cache D2 runs just fine. However it's too slow at 386DX performance level with disabled l1 cache. Clearly Tualatins are not good platform to enjoy D2 with 3dfx. Of course SVGA software renderer on P3 system flies.
And 2nd unofficial patch on Apollo Pro 133T did not work at all at any system speed.

I have a strong deja-vu feeling I already asked this about six years ago but... still curious whether cards with hardwired SLI (such as the Obsidian 200 series) will ever be able to run these games.
It will run on the card, but you have to set SLI to 0 with the environment variable.

No, it doesn't. I have a 200SBi and this command won't disable SLI.

Have you tried using the CpuSpd program? Looks like you should be able to use the throttle option to slow down your P3 CPU. I can get the official and unofficial D2 3dfx patches to work on a P4 using that program.

You can also try reducing the bus speed (FSB) to 66 mhz.
