Can anyone help me get the standard Windows 95 OSR2.5 sounds in higher quality, 16-bit, stereo, and noise-free? The 8-bit mono sounds of Windows 95 sound very poor. I've already found the startup sound in higher quality, 16-bit, with stereo.

I don't think they exist. The 16-bit stereo startup sound most likely came from a faithful recreation a redditor posted a few years ago: https://old.reddit.com/r/windows95/comments/r … sound_and_also/
You could try backporting some of the system sounds from Windows 98/2000/Me as they were similar but higher quality.
