Try copying the disc/image contents to a folder on your hard drive and run setup from there.

Problem: Installer fails on Windows 7 64-bit and later (Retail)
Cause: Default installer on disc root is 16-bit.
Solution: Run setup.exe located in the Disk1 folder instead
Try changing the compatibility mode to Windows 98 or XP of the exe file. What you can do is to install and use otvdm (no console version), it let you run older 8/16/32-bit installers on Windows 8/10/11.
Notes
If the "insufficient memory" message pops up, click Yes.
Also, just another note, the retail game is protected with Safedisc 2 DRM that is not working with Windows Vista and above + you must install lots of fixes and tweaks in order to make the game run on a modern system.
